
The Site
Site Context
At the heart of the site is The Old Palace, a Grade II listed building, previously a manor house and now part of the former civic complex with two modern extensions most recently in office use. The Old Palace building is surrounded by several buildings including the Council Chamber, Great Hall, St Blaise building and Rochester Block as well as the North Block and Stockwell Building.
The North Block, a modern addition, sits opposite the Old Palace and helps frame a landscaped courtyard with mature trees. Alongside the Stockwell Building, a substantial 1980s office structure, both are identified for sustainable re-use in line with retrofit principles. These buildings are being retained as part of the masterplan, which aims to secure the future of the Old Palace and integrate new homes and public spaces within a verdant, accessible neighbourhood.
Following a detailed assessment, the Old Palace, North Block, and Stockwell Building are all proposed for retention, supporting a harmonious blend of historic and contemporary architecture while enabling the delivery of new homes and community amenities at the heart of Bromley
Planning Context
The former Bromley Civic Centre is allocated for redevelopment within the London Borough of Bromley’s adopted Local Plan (2019) under ‘Site 1 – Bromley Civic Centre’ and the Bromley Town Centre Supplementary Planning Document (2023). The site allocation identifies the site for residential development, sensitive reuse of the Old Palace along with improved public realm.
The Site sits within the boundary of Bromley town centre.
The Council are in the process of preparing a new Local Plan – Bromley Local Plan Review – Direction of Travel (Regulation 18) draft (July 2025). The emerging Local Plan seeks to ensure Bromley is a fantastic place to live and work, prioritising brownfield land to meet the borough’s needs for housing and other uses and optimising housing development on site allocations and town centre sites such as the former Bromley Civic Centre site.
